Transport undertakings operating international transport operations must ensure that tachographs are replaced in a timely manner. By the end of the year, Slovenian road hauliers performing international road transport must replace around 30,000 tachographs with smart tachographs with built-in additional functions – the so-called second-generation smart tachographs. The replacement of the G2V2 tachograph is necessary in this case.

 

Compliance with European regulations

The obligation to replace arises from European regulations, so there is no likelihood that there will be a change in the prescribed deadlines for the mandatory replacement of tachographs in the performance of international transport of persons and goods. The new version of the second generation smart tachograph, which has additional functionalities incorporated, is thus introduced by Implementing Regulation (EU) 2016/799, which was last supplemented by Commission Implementing Regulation (EU) 2021/1228, which applies from 21 August 2023.

 

Deadline – replacement of G2V2 tachographs

Pursuant to Article 3 of Regulation (EC) No 165/2014, it is necessary to replace tachographs when carrying out international transport of passengers and goods, as follows:

 

  • analogue and digital tachograph by 31.12.2024 at the latest. Mandatory use of the second generation smart tachograph from 1 January 2025 onwards;
  • the first generation smart tachograph by 18.8.2025 at the latest. Mandatory use of the second generation smart tachograph from 19.8.2025 onwards.

The regulations also stipulate that in the event of a smart tachograph breakdown, it is mandatory to replace the tachograph with a second-generation smart tachograph, regardless of the transport carried out by that vehicle.

 

Transport companies in international transport

Transport companies operating international transport operations must ensure that tachographs are replaced in a timely manner by the end of 2024.

 

The replacement of the tachograph can be carried out in an authorised tachograph workshop. Any installation of tachographs outside authorised workshops is not permitted (prohibited). When replacing the tachograph, the authorised tachograph workshop will also transcribe the data from the existing tachograph. With this transcription of data from the tachograph, you will also have records of the use of the driver’s working time.

 

Controls — replacement of G2V2 tachographs

Foreign workshops do not have the approval of the Ministry for the implementation of procedures for the installation, checking, control and repair of recording equipment in the territory of the Republic of Slovenia. The Infrastructure Inspectorate of the Republic of Slovenia will strengthen on-the-spot inspections with the aim of detecting and eliminating any violations of the ZDCOPMD arising from it: unauthorised installation of the tachograph (Article 39), implementation of procedures referred to in Article 11 of the ZDCOPMD without the approval of the Ministry (Article 39a).

 

From 1 January 2025, it will no longer be possible to carry out international transport of persons or goods with vehicles equipped with an analogue or digital tachograph.
